The city of Detroit, Michigan is continuing a second summer of mass water shutoffs, with up to 10 percent of the city’s households threatened with losing water service.
In this video, preschool teacher Mamie Brown details her struggle to deal with the aftermath of a water shutoff when she fell behind on her sharply rising water and sewage bills.
